Liberals won’t disclose source of refugee “Welcome” kits — cite security concerns?

Brian LilleyRebel Co-Founder

Remember how often we heard that the new Trudeau Liberal government was going to be open and transparent because Canadians have a right to know how their government operates and what it spends money on?

The Liberals characterized the Conservatives as secretive, promising they would be different, but it didn’t take long before we knew this was untrue on both counts. Now comes another story about Liberal secrecy and their reluctance to reveal who’s supplying refugee “welcome” kits due to “security concerns”.

Security concerns for Syrian refugees or for those supplying parkas and tuques? Who knows, though we do know they’re not concerned about the security of Canadians because they’ve told us repeatedly that we shouldn’t worry about that.

So, do they think parka makers or importers will be targeted by ISIS followers or is it that they don’t trust ordinary Canadians not to attack those who are helping refugees? If so, that’s pretty insulting.

Well, it isn’t the security of Canadians they’re concerned about. Just last week an immigration official, in response to a question on refugee screening, essentially said that we should just accept that everyone who shows up is a bona fide refugee – we should trust them, not screen them. But this same department doesn’t trust Canadians enough to tell us who is supplying the government with the winter gear they will be handing out? It is ridiculous.

This government also refuses to say how many of the refugees are from religious and ethnic minorities. They say they don’t know, don’t track this information and only seek to help the most vulnerable. I call BS. The most vulnerable are the religious and ethnic minorities being targeted by ISIS for their ethnic or religious status. They know but just don’t want to tell us because they don’t want news stories about how many are Christians, how many are Muslims and how many are minority Muslims.

Earlier this year numbers on this very question were provided to the media but that was under the old government - the secretive Conservatives.

Now under the “open” Liberals we’re told we shouldn’t even ask.

They know but they don’t want you to know.

Welcome to the new era of Glasnost promised by Justin Trudeau where the reality is that he wants to keep us all in the dark.

Trudeau's Liberals MUST halt plans to bring in 25,000 Syrian refugees
until they can guarantee the safety of the Canadian people.

They don’t want to reveal where they are sourcing the stuff because they do not want anybody to find out how much they are paying for it. Will anybody be shocked to find out that some Liberal insider is getting $20+ for $0.60 toques? I presently own thousands of toques that I could sell them for $0.25. Call me Justin.

They just track Christians to keep them out.

You know that today, the GDP per capita of Syria (PPP) is still 5-6 times greater than that of the Democratic Republic of Congo? According to the International Rescue Committee, between the years 1998 and 2004 approximately 3.8 million Congolese died directly or indirectly because of war there, which affected some 50 million of their people. Where are Trudy’s public tears and sheepish smiles for the survivors? Where are the planeloads of Congolese landing at Pearson? Where were the awareness campaigns and photo-ops? But wait, that’s right: there wasn’t an election taking place, Syria has more for ‘us’ in terms of oil and geopolitical strategic positioning, and most Congolese could never ever EVER pass for being a good old fashioned Canadian Caucasian (even though their official language is French!). I’ve heard we get the government we deserve, don’t we? The good secure jobs like the kind my daddy used to have – they are gone. And they don’t seem to be destined to return, at least anytime soon. I can’t afford to have my own family like my daddy could, even though I work 40 hours a week and have been contributing to society by way of income taxes for 20 years. I’m not against charity, and I donate from what’s left of my poverty level income, but I swear to my own Christian God, if I see a single one of these 50 000 questionably vetted ‘newcomers’ sporting a ‘Canada Goose’ brand parka… how should I say? The ‘poop’ is gonna start ‘flying?’

C’mon Brian, it’s too easy. Check a list of liberal donors and you’ll find your answer right there. The more things change, the more they stay the same. I’ll bet the tags in the jackets say “Made in Canada”. Just joking.

Every Liberal/NDP/and Green bootlicker in Canada will be stealing from Canadians, because the thieves and misfits are in charge of the piggy bank now. They have been literally gorging since the election, without even a second thought, while they give the finger to Canadians. Once the Trudeau image begins to tank, and it will tank, once those that elected this useful idiot realize that they’ve been had.

People we need to try and stop this, we need to start a rally soon and make a stand. We are losing our culture and the way we live, Trudeau seems to be ok with taking our culture away from us and keep giving to these new Canadians who should not even be a Canadian yet. We have had attacks on our soil already. Now if you want to join us and help us and give ideals join our group on FB. We are planning a rally in April but may try and move it up

Steve McQueen. Thank you for pointing out how the Federal Government purchases goods and services. I have been dealing with PWGSC for 33 years. During that time, I have uncovered fraud and corruption therein with hard evidence to prove my allegations. Crown corporations can purchase circumventing the PWGSC purchasing mechanism. One such way, is using an LPO, Local Purchasing Order limited to $5,000 per LPO that does not go through the PWGSC tendering process. Then there are ways to craftily create proprietary goods and service that again, becomes an NOP, Notice of Procurement not a RFQ, Request for Quotation. The former is direct purchasing, single source, while the latter is open bid public bidding, with usually lowest bid getting the contract. However, the purchasing agent can use a myriad of reasons to deem your bid non responsive and massage the bid to the bidder they want to use.

My family business has saved us, the collective tax payers over $1 BILLION dollars over the past 30+ years supplying PWGSC with badges and insignias including introducing new technology bettering product they procure. In recent years, DND and the RCMP are purchasing badges and insignias from a single source in Quebec. They are issued a $200 million per year contract, with an automatic yearly renewable clause for 5 years. So, a billion dollar indexed prices contract! This means, there is NO bidding and NO need to keep prices low. They are inflated and the billion dollar savings our firm has provided Canadians is being spent rapidly.

To get the exact numbers, I would ask the Minister/Ministry along with a FOI, Freedom of Information request which will take 30 days to produce. However, if they protest, the appeal process can take a year plus to complete.

This is where the majority of purchasing takes place for PWGSC. whereat it takes about 2 years from a request for goods to supplying it. So the new Liberal government could NOT have gone through the proper PWGSC channels to procure anything they are now acquiring for the refugees. Perusing the Merx web site will make you sick, when you see PWGSC purchasing things for jails/inmates, most Canadians must do without. Oh and did I mention, Merx makes about millions of dollars each year managing the PWGSC tendering process? The government used to use INET 2000 to access tenders. Prior to that, qualified suppliers were on a bidding list and received tenders by mail without the need to pay Merx millions to manage paper that paid government employees used to and could manage during their regular workday. I have heard unconfirmed figures that it costs $100 million per year to use Merx.

I should also add, anyone that has ever been to PWGSC in Gatineau Quebec at Place du Portage will know, the building and the people that work therein is the size of a small town. Here is what PWGSC looks like. They have special stores for government employees only aka public servants, with greatly reduced prices that you and I, who pay for those goods and government employee salaries, can not purchase.

Who is supplying the welcome kits? Anyone who is in the business of profiting by it one way or another. I saw these gift packages given to the York Regional Police Services Board by a MADD representative last month thanking them, presumably for financial donations they made to MADD. Perhaps I should have given them gift packages before I asked for $10,000 to help support DV issues as they affect men, women and children. My request was dismissed before it was even put before the board.

Open Data
Open Data, especially open government data, is a tremendous resource that is as yet largely untapped. Many individuals and organizations collect a broad range of different types of data in order to perform their tasks. Government is particularly significant in this respect, both because of the quantity and centrality of the data it collects, but also because most of that government data is public data by law, and therefore could be made open and made available for others to use.

Management Accountability Framework
The Management Accountability Framework (MAF) establishes the elements that set out the Government of Canada’s expectations for sound public service management. The MAF was developed by the Treasury Board of Canada Secretariat (TBS) to provide deputy heads and all public service managers with a list of management expectations that reflect the different elements of current management responsibilities.

Office of the Procurement Ombudsman
The Office of the Procurement Ombudsman is an independent organization with a government-wide mandate, which is defined in the Federal Accountability Act. Its overall objective is to ensure the fairness, openness and transparency of government procurement.

PWGSC aims to improve the accessibility of its programs and services for people with disabilities. By ensuring that people with disabilities are considered in its policies and practices, PWGSC is in a better position to help federal departments provide high-quality programs and services to all Canadians.

The PWGSC’s Business Dispute Management Program provides conflict prevention and alternative dispute resolution services.

Internal Audits and Reviews
PWGSC’s Office of Audit and Evaluation provides reasonable assurance on the effectiveness and adequacy of risk management, controls, and governance processes through its internal audit function; and, the relevance and performance of departmental programs, policies, and initiatives through its evaluation function. The Internal Audit and Evaluation Reports can be found here.

Ethical Issues and Concerns

It reflects well on all of us.

Why do they need parkas in the first place with all this global warming going on.

Perhaps the parkas were special ordered for easy clock bomb concealment and bullet proof lining.

To make it short…..who is the security risk that makes disclosure dangerous to those who would give aid and comfort to these refugees?…….as a Canadian I am now numbered among those who do so……..I WANT NAMES!!!
commented 2015-12-15 21:51:40 -0500
If there is actually a security policy directive on this matter…..that would be accessable under ATIPP (Access to Information and Privacy Protection)….and THAT would imply that some definition of who is the good guy….presumably the Canadian public…and who the bad guy might be….but under the current regieme and it’s doctrine….there are no bad guys….only the marginalized and misunderstood….therefore the policy directives should reflect that……but what theREBEL is implying is that our current government has it’s head so far up it’s ass with dogmatic and doctrinaire application of policy the real sorcerer is asleep and the lazy undisciplined apprentice has everything under control and no actual conflict even exists except in the minds of the paranoid ….and speculatively between the new “refugees”….good bad or indifferent….and some evil boogeyperson who is xzenophobic…..presumably the Canadian public…….I may sound confused…..but don’t you think that for one minute….there is no confusion in my mind on this matter whatsoever……..:-)

The Liberals are no different than that of an adulterer that accuses his spouse of infidelity to assuage his own guilty conscious.
