Former diversity staffer fined for giving university fellowship to unqualified husband

As part of her job as a graduate diversity officer, Charmane Thurmand handed out race- and gender-based financial rewards at the University of Connecticut. 

But things hit a snag when the state Ethics Board realized that one of the fellowships she handed out was to her husband, a man who not only lacked the requisite degree but didn't even apply for it in the first place.
