OPP report into Parliament Hill terror attack to remain secret

Brian LilleyArchive

A review conducted by the Ontario Provincial Police into security on Parliament Hill during last October's terror attack will remain secret, for now.

The Toronto Star reports that the OPP have delivered two reports to Royal Canadian Mounted Police Commissioner Bob Paulson and House of Commons Speaker Andrew Scheer, one on events inside the Parliament buildings and one outside.

The OPP say that it is not up to them but those they delivered the reports to, to decide if they will be made public.

While details have not been released The Star describes what it claims confidential sources have told them about the final moments of terrorist, Michael Zehaf-Bibeau.

From the time he entered Parliament and shot one parliamentary guard inside the main doors, to when he lay dead, just under two harrowing minutes had elapsed. Although wounded, Zehaf-Bibeau fired off another shot that missed guards and police advancing on him down the Hall of Honour. Security forces had shot him and he had trouble raising his gun.

Zehaf-Bibeau died moments later in a hail of bullets fired by then Sgt-at-Arms Kevin Vickers and an unidentified officer.

Several changes to Parliament Hill security have been made since the attack including giving the RCMP oversight over security inside and outside of the buildings.

Previously security in the Parliament buildings was a shared jurisdiction while the Mounties looked after external security.

Gail I just watched Bob Paulson give the RCMP presention to the committee of Public Safety and National Security .I also watched the video .At no time did the officer say that Zehaf-Bibleau had any connection with ISIS . Neither did Zehaf’-Bibleau mention ISIS in his video. The RCMP believe he never acted alone but cannot say with whom.Until there is hard evidence presented then don’t say what is not yet true.

David Kitchen – We already know there was a connection between Zehaf-Bibleau and ISIS. The RCMP released a video some weeks ago now which proved this connection.

Seriously folks if you believe they put a man on the moon and aeroplanes cased in tin foil with plastic nose cones smashed into the WTC and lit a fire with kerosene oil and melted steel girders and changed those builtings to dust then it is good bye to this site.

LIZA:
Please don’t worry about David.
It’s kinda my fault for taking a poke at him earlier.
I’ve touched a nerve and it’s set him off.
He’ll be okay again when he takes his meds.
George
P.S. Take care, David, I wish you well.

Liza do you really believe the Americans put a man on the moon ? Do you really believe aeroplanes hit the WTC ? Very few people now believe that. Liza there were 1400 cars destroyed in the WTC patting lot. Door handles gone, engines melted ,the dust falling on steel and turning it to dust.Take time and look at some of the reports that are now available. And above all keep an open mind.

David K. I find this comment insulting, and rude and ridiculous. Thats ok, But what you say is unequivocal nonsense.

I think you’re right Joan. Don’t get me wrong, I feel no need to defend the O.P.P .who have had a bad reputation for decades. But the article says basically that the O.P.P. are not authorized to make that info public. “The Toronto Star reports that the OPP have delivered two reports to Royal Canadian Mounted Police Commissioner Bob Paulson and House of Commons Speaker Andrew Scheer, one on events inside the Parliament buildings and one outside.”

It is a security matter, so I’m not too surprised we won’t get to know everything. Some people will say its a Harper gov. ploy to frighten people so he can go about his favorite hobby of war mongering to get himself re elected, But most reasonable people don’t believe that, in my opinion.

George not to worry I am a Canadian. There have been no hard evidence that these Musilm shooters were connected in any way with ISIL. Just maybe this report could shed some light on this.Remember the TV showed aeroplanes hitting the WTC. TV also showed men landing on the moon. We now know neither happened. News people read what they are told, we have to search for the truth elsewhere.

I suspect OPP doesn’t want us to know just how firm a grip terrorist organization has on all our communities. Doesn’t want mass panic, people hopping in cars and heading for air and seaports, northern borders. I suspect they want to maintain a little stealth while not putting us totally at ease with falsehoods about security. Remember the feds continue to warn us all to stay extremely vigilant at all times. Not for no reason.

Depends entirely on why it is being kept secret.
commented 2015-04-02 12:31:03 -0400
I think rather than release the report, the police should use all the intel in the report to go and shoot any other terrorists in our country :) THEN release it…with their heads on pikes :)

I think possibly Edward Jobin has the most likely scenario.
“Sometimes when I watch the news I can’t believe how much information is being presented. If it involves the safety and security of our people/troops or our allies etc. I think we would all be better off not compromising our security so willingly.”
Of course people are going to scream. I’d like to know all the details too, but I agree with Stephen Harris. We already know enough. How gullible do we have to be to believe there was no connection to ISIS.
commented 2015-04-02 11:13:25 -0400
Not sure what the benefit of releasing the report would bring. The connection was probably in his head.

DAVID KITCHEN:

Hi David, I’m just a wee bit curious. Your expression and sentence structure; “Release it. Let the Canadians see if there was any connection . . .” What do you mean exactly by saying “THE” Canadians?

Are you commenting from another country somewhere else in the world? Not that there’s anything wrong with that, although it might help to explain some of the cynical attitudes that you have expressed on this site, not that there’s anything wrong with that either.

Maybe I’m just being paranoid and that you are just an ice hockey fan of a team that’s not from Montreal. Just wondering.

Best regards to you.

The report should be made public. Whatever security measures were in place have clearly been changed by now.

Typically this is big gubbamint hiding a larger issue. Marc Lepine’s father is an Algerian muslim (http://en.wikipedia.org/wiki/Marc_L%C3%A9pine) – was Lepine acting on his own at Ecole Poly where 14 women were killed? Probably not. But the MSM acts with big gubbamint to cover it up. Ecole Poly was a muslim attack – muslim terrorism. And so was this attack – muslim terrorism. So who cares what you “know”. It’s not difficult to figure out – muslim terrorism in the HOC. OPP can shove their report up Stoner trudeau’s ass – no one really gives a shit. We already know the answer.

OPP is an Ontario entity: what has that Liberal government got to gain from hiding the report. They owe the OPP union big time for their participation in the last election. Oh what a grand conspiracy theory!
commented 2015-04-02 08:12:01 -0400
Release it. Let the Canadians see if there was any connection between Zehaf-Bibleau and ISIS.

Is it just me or is more and more government conducted in secret these days – particularly where police are involved. We have gone from rule of law to rule by law enforcement.

Any aspiring terrorist can learn all he / she needs to know about security on the hill just by taking the tour a couple of times. Besides, we wouldn’t want to insult any muslim terrorists by implying that we need to make special arrangements just for them.
commented 2015-04-02 07:21:56 -0400
Perhaps its best left secret. Why let the next terrorist know what he/they is/are up against? Openness and transparency is good for the most part until it involves national security and military strategy where the difference can mean the life and death of a police officer or military personal.
