Did Trudeau’s Liberals really spend $9B just so they could issue a partisan talking point?

Former Finance Minister Joe Oliver has claimed that the Liberals spent $9 billion in a single month so they could turn around and say that the Harper government left behind a deficit.

Well if the liberals only wasted 9 billion i would call that a huge improvement considering what they usually waste.
